State-owned Engineers India Ltd (EIL) has secured a contract worth more than USD 350 million to manage the next phase of expansion at Nigeria’s Dangote Refinery and Petrochemical Complex, one of the world’s largest energy projects.
Under the mandate, EIL will provide Project Management Consultancy (PMC) and Engineering, Procurement and Construction Management (EPCM) services for the expansion, marking a repeat engagement with the Dangote Group after its role in the construction of the original facility.
The expansion, known as Train 2, will significantly scale up crude processing capacity at the refinery from 650,000 barrels per day to 1.4 million barrels per day. The upgraded facility will produce Euro VI-grade fuels, further enhancing the quality and competitiveness of refined products from the complex.
Beyond refining, the project will sharply increase polypropylene production capacity, which is set to rise from 830 kilo tonnes per annum (kTPA) to 2.4 million metric tonnes per annum (MMTPA). This will be achieved through the revamp of the existing polypropylene unit, the installation of an additional 1.2 MMTPA unit, and the addition of a world-scale 750 kTPA UOP Oleflex unit to boost propylene feedstock availability.
EIL previously served as PMC and EPCM consultant for the 650,000-barrels-per-day integrated refinery and petrochemical complex at the Lekki Free Zone, commissioned in 2024. The single-train facility is the world’s largest of its kind and produces Euro-V quality gasoline, diesel, jet fuel and polypropylene. It is widely regarded as a landmark development for Africa’s energy and industrial landscape.
The latest expansion is expected to elevate the Dangote complex to the status of the world’s largest petroleum refinery, while strengthening Africa’s domestic fuel production capacity, reducing dependence on imports, and enhancing regional energy security.
“The expansion further reinforces Nigeria’s ambition to emerge as a regional hub for refined petroleum products and petrochemicals,” EIL said in a statement.
Operating under India’s Ministry of Petroleum and Natural Gas, EIL said the contract underscores continued confidence in its engineering and project management capabilities. The company added that it will leverage its extensive experience across oil and gas, refining, petrochemicals, fertilisers, metallurgy, infrastructure and renewable energy to deliver what is expected to be one of the largest refinery complexes at a single location globally.
